A few chapters ago, the institution also spread reports detailing the fate of the Revolutionary Army's base after battling against the Blackbeard Pirates. It highlighted that Monkey D. Dragon, Sabo, and the rest of their group ended up dead.

Even though no evidence was presented about the death of the Revolutionary Army, it can be assumed that the news was just a part of the World Government's brainwashing program in order to keep the people's trust. They are always determined to present themselves as the best and flawless to its constituents.

In chapter 825, "Monster Gun" Vito imparted a piece of Sora and the Germa 66's past. The long-tongued Firetank Pirates advisor dished out that it was the World Government's plan to make it known that Sora had the upper hand and defeated the infamous Vinsmoke family.

It was also revealed that it would be impossible to defeat Sanji's brood because they have been winning at almost all their confrontation. Also, their group becomes even larger in every victory. Because they are seen as a huge threat to the World Government, they made a deal with Germa 66 to keep the fact under wraps and lay low in the Underground.
